Russell Fulmer, PhD, LPC

Core Faculty

Dr. Russell Fulmer earned a master of science in community counseling from Fort Hays State University and later a PhD in counselor education from Kansas State University. He is a licensed professional counselor (LPC) with international clinical experience in cross-cultural environments. Dr. Fulmer has experience directing a clinical counseling program, overseeing student internship experience, and teaching several counseling courses.

Dr. Fulmer spent five years working in medical education internationally, where he taught behavioral science and ethics courses and served as a student and community counselor in a multicultural environment. His background includes teaching, administrative, and clinical roles inside and outside of academia. Dr. Fulmer’s areas of interest include psychodynamic theory and the interface of artificial intelligence and counseling.
